The road to FP10, European Innovation Act and European Research Area Act : state of affairs

This event will look into the state of affairs on the EU's proposals for a tenth framework programme for research and innovation (FP10) and a European Competitiveness Fund (ECF). After the presentation of these proposals by the European Commission in July 2025, the different European Parliament committees and the different Council formations are now looking into these proposals to form their own opinion and advice.

This event aims at taking stock of those activities and evaluate the direction of travel by the members of the European Parliament and the national ministers. The links between these proposals and other developments like the European Innovation Act, the European Research Area Act and the 28th Regime will also be made and explained.

Kurt Deketelaere

Secretary-General @ League of European Research Universities (LERU)

A lawyer by training (bachelor, master, PhD at KU Leuven, Flanders, Belgium), Kurt Deketelaere is working, in various capacities (director, advisor, entrepreneur, academic, public affairs manager), in the field of EU research, innovation, education, energy, environment, climate change and sustainability policy and law. Since July 2009, Kurt is the Secretary-General of the League of European Research Universities (LERU), an association of twenty-three leading research-intensive universities which promotes the interests of frontier research with the EU institutions. For his exemplary leadership of LERU, he is awarded a doctorate honoris causa by the University of Edinburgh on 6 July 2017 and the Scaliger Medal of the University of Leiden on 19 September 2017. Before joining LERU, he was the chief legal advisor (2004-2007) and the chief of staff (2007-2009) of the Flemish Minister for Public Works, Energy, Environment and Nature. Upon the invitation of the European Commission he is a member of the Open Science Policy Platform and the ABS Consultation Forum. Kurt is also a Widening Excellence Ambassador at Crowdhelix.
