Cluster 1's final Horizon Europe phase runs 2026–2027 with a budget of €8.246 billion, and it's focused on three priorities: AI and digital tools in clinical settings, pandemic preparedness, and Europe's mental health crisis.
Each is backed by real momentum. Mental disorders now affect more than one in five people across OECD and EU countries, up nearly 21% over two decades, costing the EU an estimated €76 billion a year. The European Partnership on Pandemic Preparedness has entered its second phase. And on AI, 2027 brings dedicated calls for predictive biomarkers, Virtual Human Twins for clinical decision support, and a first call for general-purpose AI models in healthcare.

Elena Ioannidou has more than 20 years of experience in the management and administration of research grants at both national and international level, including European-funded programmes.
In 2004, she was appointed to establish the Research Programmes and Technology Transfer Office of the Cyprus Institute of Neurology & Genetics (CING), which she has been leading ever
since.
Today, Elena provides expertise across the full lifecycle of research grants, from the pre-award to the post-award stage and ultimately to the exploitation of research results.
Over the last ten years, Elena is actively involved in advising on, negotiating licensing agreements for, and supporting the protection and exploitation of intellectual property rights arising from the Institute’s research activities.

In addition, she delivers training sessions to CING scientists on proposal writing, project management and administration, intellectual property exploitation and dissemination, and open access.
